for ac leak testing prepoerly the system should be full. Now to save my customers money because we charged for lost freon, we built an adapter to use shop air and would pump them up to 100 psi and test with a dye. for r12 i dont remember the name of the oil but r134a is a pag oil. actually castrol had a blend that would do both and it worked well for me and I was an AC specialist with special studies in retrofitting from r12 to r134
